COS’s mission is the relief of people who are deaf, blind, suffer visual or hearing impairment or are disabled and have a physical or mental impairment that has a long-term negative effect on their ability to do normal daily activities by the promotion, development and the provision of appropriate facilities, services and resources and in particular, but not exclusively, by promoting, developing and cause to be provided appropriate facilities, services and resources to improve the quality of life and equality of opportunities for people with visual impairment, hearing impairment, physical or mental disability.

JobSense Project

It’s an exciting time for the Centre of Sign-Sight-Sound (COS) as we begin a new two-year employment project working with key partners Elite Specialist Employment Agency, Merthyr Tydfil Institute for the Blind and Agoriad Cyf, to deliver the JobSense project over the next 2 years, which aims to support people with sensory loss (those who are deaf, have hearing loss, blind, have sight loss or are deafblind) into work.

Answering to the JobSense Manager, the Project Compliance will be responsible for providing a full support service to the delivery team and ensuring all monitoring information in line with the Operations Manual is completed effectively and delivered to the JobSense Manager for submission to the overall JobSense Project Manager. You will play a key role in the successful running of this European Social Fund project.

The role requires someone who is experienced at delivering effective administrative support and has a good attention to detail.

You’ll also be used to working independently under your own initiative, with the ability to plan and prioritise your workload effectively.

You will also be passionate about making a difference to the lives of people who have sensory loss.

Strong command of English and Maths


2 years’ experience of managing resources and management systems and the ability to motivate support those with sensory loss and/or other disability looking for training and employment.
Prepared to work flexible hours including Bank Holidays and weekends according to the needs of the job.
Experience of publicity and promotion activities
Relevant experience of working in recruitment / employment field and proven track record in successfully securing jobs for clients and meeting quantitative targets in a focused environment.
Understanding of employment issues faced by customers with various needs and experience of working with disabled/ disadvantaged people in employment focused programmes including Vision impairment and sight loss.
Knowledge of Supported Employment and Supported Employment Techniques
Experience of delivering accredited and non-accredited training/vocational skills to the required standard to groups or individuals.
An understanding of the Welfare Benefits system.
Ability to liaise with employers and negotiate paid employment opportunities
Drive and determination to work to challenging targets and achieve in a fast-moving customer focused environment.
Proven excellent interpersonal, communication skills, presentation skills and ability to represent COS
Good computer literacy skills (Word, Access, Excel, E-mail, Internet, PowerPoint)
To conform to a high standard of professional conduct at all times
Good negotiation and influencing skills
Understanding of employment law, health & safety, GDPR, the Equality Act and other recruitment related legislation.
Full driving license, access to a vehicle and a willingness to travel across Wales/UK
Experience and / or knowledge of various industrial/ commercial environments and knowledge of local and national labour market.
Experience of developing and leading presentations
Experience in supporting a manager and leading colleagues to maintain a high-quality provision that meets the needs of a specified contract/s.
Experience working with people with a Sensory Loss

Key Responsibilities:

  • To take on jobseeker referrals for work and assess their preferences, skills and support needs with regards to training, volunteering or employment utilising a range of methods.

  • To assess individuals’ preferences, skills and support needs with regards to employment. To support, counsel and advise the jobseeker in relation to their pursuance of training, volunteering or employment or in relation to employment issues.

  • To co-ordinate and deliver JobClub activities that includes the provision of a range of pre-employment interventions to support jobseekers with their quest for employment.

  • To teach both accredited and non-accredited training/courses for a range of employability programmes/workshops.

  • To liaise with employers and negotiate paid employment opportunities, work trial placements, or volunteering opportunities for an allocated caseload to meet the needs of the individual and project targets. 

  • To lead presentations to employers, partners and other groups to raise the profile of our services.

  • To be aware of welfare benefits issues and provide financial advice and guidance in relation to better off in work calculations.

  • To co-ordinate all identified project activities in line with the needs of the funders of specified projects for example In Work Support, Access to Work and Supported Permitted Work applications. 

  • To negotiate customer spend up to an agreed amount by the JobSense Manager should this help move sustain or advance a customer within employment. 

  • To monitor the progress and performance of the jobseeker/worker and keep appropriate records in line with the needs of our Funders with the aim to achieve sustainability in order to meet Project outcomes and compliance.

  • To maintain regular contact with the employer to ensure and assist the new worker to meet expectations, with the aim to achieve job sustainability in order to meet Project outcomes.

  • Maintain consistent performance at a level above average demonstrating quality and targets.

  • To work closely with the JobSense Manager and Employment Engagement Coordinator. To work with a small team of Employment Advisors and a Support Worker to deliver supported Employment services to meet COS contractual obligations within the JobSense Project. 
  • Effectively coordinating and delivering activities and resources to deliver the JobSense objectives.
